MINUTES OF THE LINCOLN TRAIL WORKFORCE DEVELOPMENT BOARD

Special Called Meeting

Executive Committee

October 25, 2018

The Lincoln Trail Workforce Development Board (LTWDB) Executive Committee held a special called meeting on Thursday, October 25, 2018 at 3:00 p.m. EDT, at the Lincoln Trail Area Development District in Elizabethtown.

Mo Miller, Vice-Chairman, called the meeting to order in the absence of Chairman, Dean Schamore. It was determined that a quorum was present.

ACTION ITEMS

Consideration of SNAP E & T Memorandum of Agreement

Vice-Chairman, Mo Miller, asked Sherry Johnson, Workforce Director, to provide information on the status of the SNAP E & contract. Ms. Johnson indicated that the State provided a second draft of the contract, which addressed the Board’s three main concerns: The “as-needed” funding approach, the liability of the Board and the role of the Local Elected Officials (LEO’s). Ms. Johnson informed the committee that the funding would now be issued as an allocation, the liability of the Board had been shifted to the LEO’s and the LEO’s were now a party to the contract. Ms. Johnson stated that all of the original concerns had been addressed. Ms. Johnson asked the committee to also consider making the SNAP E & T program an official part of the Kentucky Career Center-Lincoln Trail system. Myra Covault made a motion to include the SNAP E & T program as an official part of the Kentucky Career Center- Lincoln Trail system and to approve the SNAP E & T contract, Stan Carton seconded; motion carried.

ADJOURNMENT

With no further business to discuss the meeting was adjourned.
