Lincoln Trail Workforce Development Board Requests Proposals for Direct Services Provider

The Lincoln Trail Workforce Development Board (LTWDB) is soliciting proposals for qualified and experienced entities to serve as the Workforce Innovation and Opportunity Act (WIOA) Title I Direct Services Provider. This Request for Proposal (RFP) is to select a Direct Service Provider to deliver direct workforce services (Adult, Dislocated Worker, and Youth) to job-seeking customers primarily through the comprehensive career center, affiliate career centers or other service outlets throughout the region. The LTWDB serves an 8-county region of central Kentucky, including Breckinridge, Grayson, Hardin, LaRue, Marion, Meade, Nelson, and Washington counties.

  • RFP Release: February 23, 2026
  • Questions Due: March 4, 2026 (by 4:30 PM EDST)
  • Mandatory Bidder’s Conference: March 9, 2026
  • Letter of Intent Due: March 13, 2026
  • Proposals Due: March 23, 2026 (by 4:30 PM EDST)

The Lincoln Trail Workforce Development Board wishes to contract with an entity(ies) or person(s) to serve as the Workforce Innovation and Opportunity Act (WIOA) Title I Direct Services Provider. 

Parties interested in contracting for services can download the Request for Proposal packet from two websites: www.ltadd.org or www.ltcareercenter.org after February 23, 2026. Deadline for submission of proposals is 4:30 p.m. (EDT) on March 23, 2026.
